Why talk to your your Honda dealer? The car is out of warranty, but Honda may have a TSB on the paint problems.

I have a 2014 Honda Civic, I reported this issue 14 months ago to my dealer, they offered to paint just that one patch for 100 dollars, not its appearing in several areas on the roof and the side of the car.
