Is there a recall on the brake switch that won’t let the brake lights turn off? also this may be causing the car to slow down like it is loosing power sending that the brakes have been applied.

There is a recall associated with the brake light switch, the brake light switch stop pad can deteriorate and cause the brake lights to remain on;
