A failed injector o-ring seal could cause that. Wandering rpm is often caused by air leaks, unwanted and unmetered air getting into the engine. So check everything that could cause that for leaks

- idle air control gadgetry
- air path between air filter and throttle body
- anything connected to intake manifold (egr, pcv, brake booster)
- check for exhaust system leaks

Sometimes spraying starter spray in suspect areas will cause the rpm to speed up. If so, you’ve found a good clue about where the leak is.
