I’d start by testing the engage switch with an ohmmeter. Does it open and close the circuit?

Beware of airbag safety procedures when working on/near the steering wheel!

A bad clock spring can cause the cruise not to work.

Additionally, burned-out brake lights or a bad brake light switch can result in non-functioning Cruise Control.

Check the 3rd (center) brake light. It’s an easy one to miss.
