Both low beam/running headlights are not working. I tried to check the fuses but, according to my owners manual both left and right fuse slots are empty. I don’t think both fuses fell out. Does anybody know where the headlight fuses are supposed to be?

Many foreign cars have two fuse boxes–one under the dashboard, and one under the hood.
Is it possible that your VW has two separarate fuse boxes?

Not likely the fuses fell out but the headlight switch failing gives that result .
