That’s just as bad as one that doesn’t light occasionally. I’d check the connection at the bulb, or possibly the bulb itself for a broken filament that occasionally makes contact. ---

I’d bet the plug for the headlight shows burn or melt marks. A new bulb would likely help for a bit, but the plug itself is going to need to be replaced.
