Too bad the regulators can’t come up with a common sense compromise like all cars regardless of age should at least be firing on all cylinders and not laying down a smoke screen.
By rough calculation I estimate an 8 cylinder gas engine running on 7 cylinders would put out ~8000 ppm of HC.
So it’d be easy to do a tailpipe test that even “antique” cars in good running order could pass.
