The hood release on my 1990 Buick Wagon doesn’t open the hood. I think maybe the cable is broken somewhere. The question is, is there an alternative way to open the hood?

Can you narrow down the location of the break?

If the cable broke at the inside release lever, you may see the end of the cable. If so, you can try to grip the end with a pair of visegrips.

If the cable or the hood latch is broken, you MAY reach it from underneath or via the grille. Sometimes a partial removal of the grille (if possible) will allow access to the latch.

Tip: if you are able to access the latch, have someone push down on the front of the hood to take the pressure off the latch.
