Tire Plugging Illegal?

Just an FYI:

While much of the tire debris found along the interstates is from retreaded tires, it isn’t the retread that is failing. If you see wires sticking out, the tire itself failed.

And it shouldn’t be surprising to find most the debris is from retreads An 18 wheeler commonly has only has 2 unretreaded tires - the front 2. The other 16 are retreaded.

Also, Nevada’s photo above is from a tire that got punctured and let out all the air, then run until the tread detached as a hoop, leaving only the beads and sidewall behind. In the trade, we call that a runflat.

Perhaps this is a clue that the D.O.T. doesn’t consider recaps to be as safe as non recaps.
