2003 Pontiac Sunfire Won't Start

I have a 2003 Sunfire. I drove it to work. It was low on fuel. When I was ready to go home, the car would not start. It will turn over, but not crank or run. I have replaced the fuel filter and there is fuel at the engine. It has a dual cam with an “all in one” coil/plugwire device at the top of the 2.2 4 cylinder engine. Can I have this device tested? What should I do?

[b]Remove the gas cap, and while someone turns the ignition to the run position, listen down the gas filler tube. You should hear the fuel pump run for a second or two and turn off. If you don’t hear the pump run, that’s the problem.
